All Russian contracts have a DEAL PASSPORT issued by the EXPORTER OF RECORD’S BANK in Russia. This is a key document. Without this there is no deal. All Russian contracts have a LICENSE and an EXPORT PERMIT. One is from the Russian Ministry of Petroleum allowing the Exporter of Record to do the deal and the other is from the Ministry of Finance which confirms that the export duty has, or will be paid. All Russian Gasoil contracts have a production or processing contract, normally only the front and back page are evidenced to show that the Exporter of Record has actually a contract in place for either the purchase of Gasoil from a refinery or has processing contract with the refinery to process a supply of crude into Gasoil (and conversely he is not going to fulfill your contract) All Russian contracts have a TRANSPORT CONTRACT (Transneft, Neftia SIA, Cargo Inter LC, etc., for pipeline transport to the port or TNK-BP, etc., for rail transport). All Russian contracts have a STORAGE & LOADING CONTRACT for holding the product at the loading port. ( Transneft for Primorsk,Ventsbunkers at Ventspils, Mazeikiu Nafta for Klaipeda and Butinge, Sheskharis/Chernomo at Novororssiysk. Tuapes Commercial Sea Port JSC for Tuapse). Please note that we will only open our Documentary Letter of Credit when the supplier (the exporter of record) has the Terminal Confirmation (for loading) of the Gasoil/ Rebco i.e. a guaranteed laycan for loading from the port has been issued.
